In a press conference held in the press club Srinagar today, the State Joint Action Committee of Engineering Graduates Associations (Civil, Mechanical & Electrical), demanded issuance of SRO for the already approved ACP Scheme, regularization of ad-hoc promotions and implementation of SRO 42 of 2011 in favour of Junior Engineers.
The press conference was addressed by Er. Farooq Ahmed Ganie (President, Civil Engineering Graduates Association), Er. Firdous Ahad Bhat (President, Mechanical Engineering Graduates Association), & Er. Shabir Ahmed, (Vice President, Electrical Engineering Graduates Association).
The SJAC sought to remind the J&K Governor to fulfil the commitment made to the delegation of engineers in the meeting held on 1st February, 2019 at Raj Bhawan Jammu.
The engineers lamented the callous attitude of the government towards the engineers and demanded issuing of the SRO of the already approved ACP scheme at the earliest, besides expediting the process of regularization on a one-time basis and implementation of SRO 42.
The SJAC accused that there are some officials in the secretariat who are deliberately creating confusions in the process of resolution of these issues.
The SJAC highlighted the plight of the engineers and said that a deliberate mechanism of adhoc/in-charge placement has been adopted in the engineering departments to thrust the bonded labor system upon the engineers, whereby they are asked to relinquish the duties at a higher post but shall be paid the salaries of a lower post.
“There has never been any expansion/rationalization of engineering cadre which has lead to the enormous stagnation in engineering services which can only be addressed by the mechanism of Assured Career Progression / Time bound promotion system.”
“The pay anomaly committee in the year 2009-10 had accepted and approved the grade pay of 4260 ( pre-revised 5700-200-10100) in favour of engineers vide G.O No. 296-F of 2010 dated 21/12/2010. Consequent to this, the SRO-42 was issued in the year 2011 dated 02.02.2011, but the benefit of this SRO is availed by all state government employees except the Junior Engineer cadre.”
