Policy unveiled for augmentation of manpower in prosecution department in J&K

J&K Govt forms Coordination Cell to monitor implementation of online services

SRINAGAR: The administration of Jammu & Kashmir Union Territory has unveiled a policy for augmentation of manpower availability in the prosecution department to effectively supervise prosecution of criminal cases in different courts and to provide legal assistance to police in different matters.

According to the policy, officers serving in various departments having law degree shall be taken on deputation on standard terms and conditions by invoking relevant provisions of the Civil Service Regulations, 1956.

The deputation of officers would be done on the basis selection process, which will necessarily include interview, to be conducted by a four-member panel comprising Director General of Prosecution, one officer of the rank of Director(prosecution) and one representative each from Home and Law, Justice and Parliamentary Affairs departments.

The policy seeks engagement of retired prosecutors of and above the rank of senior prosecuting officers. “The contractual engagement of retired prosecutors shall be for period of one year, extendable as per need thereafter,” read the policy,

According to the document, the DG Prosecution will take necessary steps to prepare details of willing persons, undertake consultation with the Director General of Police, J&K, and forward the details to the Home department for further appropriate action.

It also states that lawyers, with a practice of at least two years, shall be considered for contractual engagement on a consolidated remuneration.

The policy also calls for considering engagement of registered law firms with a proven track record on case to case basis, in consultation with DG prosecution, on mutually agreeable terms and conditions, subject to approval by the Home department.

According to the document, the desirability for the continuation of the policy shall be reviewed periodically by the Home department in consultation with DG Prosecution—(KNO)
