JAMMU: The Centre on Sunday appointed Justice Nongmeikapam Kotiswar Singh, presently acting chief justice of Gauhati High Court as the Chief Justice of Jammu and Kashmir and Ladakh High Court.
The Jammu and Kashmir and Ladakh High Court was without a Chief Justice since December and Justice Tashi Rabstan, the senior most judge, has been looking after the high court as the acting chief justice from December 8.
The Supreme Court Collegium had recommended the name of Justice N Kotiswar Singh, a judge of the Gauhati High Court, as the next Chief Justice of Jammu and Kashmir and Ladakh High Court in December last year, days after retirement of last CJ, Justice Ali Mohammad Magrey.
However, on January 10 this year, the union law ministry appointed Justice Singh as the acting chief justice of the Gauhati High Court on Tuesday.
On Sunday, union law minister Kiren Rijiju took to Twitter to announce the appointment of Justice Singh as the Chief Justice of Jammu and Kashmir and Ladakh High Court, along with the three other chief justices for the High Courts of Gujarat, Guahati and Tripura.
As per the relevant provisions under the Constitution of India, the following Judges are appointed as Chief Justices of different High Courts.

The appointments are made as per the relevant provisions under the Constitution of India, said Rijiju.
Who is Justice N Kotiswar Singh?
Justice N Kotiswar Singh was designated as a Senior Advocate by the Gauhati High Court in 2008. He served as the Advocate General of the State of Manipur from November 2007 till his elevation to the Bench in October 2011. He was appointed as a Judge of the Gauhati High Court in November 2012.
He was appointed as Judge of Manipur High Court upon its creation in March 2013 and was appointed as Acting Chief Justice of Manipur High Court from July 2017 to February 2018 and again from February 2018 to May 2018.
He was transferred as Judge of Gauhati High Court on 11 October 2018, and has served as the Acting Chief Justice of Gauhati High Court on two occasion, from September 2020 t0 January 2021 and from May 2022 to June 2022.
Justice Singh was born in 1963 in Imphal. His father N. Ibotombi Singh was a former Judge of the Gauhati High Court and first Advocate General of the State of Manipur.
Singh completed his schooling from Ramakrishna Mission Vidyapith, Purulia and graduated from Kirori Mal College in 1983. He passed LL.B. from the Delhi University in 1986. He practiced in the Supreme Court, the Gauhati High Court and in the Central Administrative Tribunal.
