SRINAGAR: In the Kashmir division, there is a huge pendency of Objection Book (OB) items against various Drawing and Disbursing Officers (DDOs) working under the jurisdiction of Directorate of School Education Kashmir (DSEK).
The communique issued by the office of Accountant General, “While reviewing the Objection Book (OB) items raised and recorded by this office in our objection book registers, it has been observed that there is huge pendency of observations against various DDOs working under your jurisdiction.”
Senior Audit officer has said, “No effective steps have so far been taken for timely settlement of these observations as a result these are accumulating from year to year.”
It said that the AG office has come across various issues raised by the representatives of the department and Drawing and Disbursing Officers under DSEK who approached this office for settlement of the observations raised against them while scrutinizing the monthly accounts.
“It was stated that either majority of Audit Notes issued by this office pertain to distant past since November-December 1997 or connected records thereto were not available with them which has hampered settlement of the observations. In order to speed up the process of settlement of outstanding observations some necessary measures are to be taken at both ends viz Audit and the Departments of UT of Jammu and Kashmir,” it reads.
The officer said that it has been decided to settle some observations prior to October-2019 which have lost their relevance and topicality Viz payment on hand receipt, imprest advance, temporary advance etcetera on the administrative responsibility of the department.
“As such practices have been dispensed with and other observations shall be settled after thorough discussion during the meeting likely to be conducted in near future,” it reads.
The officer requested DSEK to issue necessary directions to DDOs under his control for furnishing the replies to all the OB items pending since October-2019, along with the connected records during the meeting to be conducted at a mutually agreed date with the department.
“So far the OB items from November 2019 onwards are concerned, replies from all the DDOs under the control of DSEK may be obtained from them and forwarded to the AGs office for further necessary action at this end,” the officer said—(KNO)
