Jammu: Alleging that the administration of SMVDU is harassing them by implementing unnecessary rules and regulation for releasing of annual increment, the faculty members have urged Chancellor as well as Lieutenant Governor of Jammu and Kashmir Manoj Sinha to intervene to address the issue at the earliest.
“In these testing times, where the entire world is busy fighting the pandemic, SMVDU administration is busy in demoralising their faculty. The university administration, without even bothering for asking their faculty has began to implement unnecessary rules and regulations on them,” faculty members said wishing not to be named
They informed that the very recent incident is concerning the linking of their Annual increment with the publication of 2 research papers ( SCOPUS/ SCI).
However, they said that the Annual increment is given for an year of duty, which the faculty have already put in during the pandemic times by teaching from home. Interestingly, they informed that there are no such rules existing in any of the Universities.
“The rule has been passed through the EC of the University however prior to this it have been approved by the AC and prior to that it must have at least been concerned by the faculty members,” they said.
“The administration of university wants that if the faculty members publish 2 research papers each year, this will improve the NIRF Ranking of the University and failing to do so shall account for not releasing the annual increment,” they informed
“If a faculty published more than 2 research papers then will the university grant more annual increment to the faculty,” they said citing new rules.
“A meeting in this regard was chaired by VC, SMVDU and Registrar, SMVDU in which it was pressed upon that faculty has to publish two SCI papers with in one calendar year failing which they will not be eligible for the annual increment,” faculty members said.
They added that the in the same very meeting one of the faculty tells VC that he has published a book and the VC used very harsh words which I will like to quote, “Hamein pata hain ki tum kya book chaape ho, iski quality aisy hai jaise Bilaspur mein ek pakode wala pakode daalne ke liye kagaz use karta hai”.
They alleged that the faculty members in various departments who have been publishing their research papers in CLONED JOURNALS (a list of cloned journals is enlisted on the UGC website) and the department of civil engineering, electronics department, etc are all involved in this scam.
“The administrative department has not even bothered to check the journals in which these research papers have been published and the increments have been released to such faculty members,” they said.
“It is a shame for the university that every time such rules are enforced in this university which exist no where in the entire country. The rules such as non payment of HRA , travelling allowance, hardship allowance, etc. all have been taken away from the faculty on the pretext that SMVDU is a residential university,” they said
“The meaning of “residential university” has been interpreted in a wrong sense which may be enquired into. Moreover, in the ordinances of the university, it is no where written that that SMVDU is a residential university,” they said
“It is only VC, registrar, assistant registrar like Tripti Saitu Gupta who are involved in creating such rules in order to harass the faculty and the staff members of the university,” they alleged
“Why these Asstt. Registrars are being paid HRA, are they not the part of residential university? Is the residential university tag only for the faculty? What about the non-teaching employees who are getting HRA, Are they not the part of this university?,” they questioned.
What about the registrar who has shown a very egoist approach towards everyone and also he is withdrawing an extra salary of nearly one lakh as extra benefit and enjoying all the facilities of the university.
Why the staff of the university is still working on five year contract basis, infact a committee was to be constituted in 2012 in order to make the staff permanent and address their pending grievances but nothing has happened in this regard and the administration has slept over the matter.
They added that the SMVDU administration has always been biased towards its employees and it is high time Chancellor of the University should intervene and sort out the matters in an amicable way.
