Biometric Attendance: Anguished govt seeks daily ATRs, list of defaulting DDOs

JAMMU: The Jammu and Kashmir government on Friday sought daily Action Taken Report (ATR) pertaining to biometric attendance by the employees of all departments, even as it has also asked from departments a list of Drawing and Disbursing Officers (DDOs) who draw salaries of employees without satisfactory biometric attendance.

The action has come after the government received repeated complaints of a large number of employees drawing their salaries without marking daily attendance.

The government in June this year had instructed all the Government Ofices, PSUs, Institutions and Corporations across the Union territory of Jammu and Kashmir to switch over to Biometric System- Aadhar or Finger Print Based with immediate effect, while all employees were directed to necessarily mark their attendance both at arrival and departure as per the notified office hours of various offices.

It had further directed all Administrative Secretaries, HoDs, Managing Directors of PsUs, Corporations, and Institutions to ensure installation of Biometric Attendance Systems in all offices under their administrative control before June 15, while the DDOs were directed to draw salaries of employees only on the basis of satisfactory biometric attendance.

“Notwithstanding these clear and elaborate instructions on the subject, it has been observed that a sizable number of employees continue to draw their salaries without marking daily attendance, a matter which has been viewed seriously by the authorities,” an anguished circular issued by J&K General Administration Department on Friday said.

“It is accordingly enjoined upon all Administrative Secretaries, HoDs, Managing Directors of PSUs, Corporations and Institutions as also all the Drawing and Disbursing Officers to strictly adhere to the instructions issued in terms of Government Order, and furnish daily Action Taken Report in this regard to the General Administration Department on email id [email protected],” it said.

Further the GAD sought a list of defaulting DDOs who draw salaries of employees without satisfactory biometric attendance to be furnished in the first week of December, 2022 by all departments.
