Ever since the formation of modern state of Jammu and Kashmir by the Dogras of Jammu in 1846, the Srinagar city has maintained strong tradition of celebrating Dussehra, even as Kashmiri society has been Shaivite. It is said that Dussehra celebrations never ceased even during peak of militancy in the early 1990s. A small population of Kashmiri Pandits, who didn’t migrate, continued to hold the celebrations.
